A 20-year-old man and a male juvenile are accused of sexually assaulting an 11-year-old girl.


The incident allegedly took place during the July 4 weekend in Hickory Township.

Robert James Floyd of 291 Eastbrook-Neshannock Falls Road is charged with two counts of statutory sexual assault, two counts of aggravated indecent assault, two counts of indecent assault and two counts of corruption of minors.

Floyd was arraigned Friday before District Judge Scott McGrath, after turning himself in to state police. He was placed in the Lawrence County jail and bond was set at $20,000.

A 17-year-old male of Alliance, Ohio, is charged with statutory sexual assault, aggravated indecent assault and indecent assault. He was placed in the Krause Shelter Center and a juvenile petition will be filed against him. He also turned himself in to police.

According to reports, the victim told a parent she had consensual sex at Floyd’s home with the two accused.

The parent contacted police who learned that the juvenile was visiting Floyd at his home the time and the victim was visiting friends there, police said.

The victim was not injured and no physical force was used during the assault, reports said.

New Castle Officer Accused Of Sex, Drinking With Girls

A New Castle police officer is accused of giving liquor shots to two teenage girls and having sex with them at his house in Union Township, Lawrence County.Officer Richard Corbin, 35, is charged with statutory sexual assault, indecent assault, furnishing alcohol to minors and corruption of minors. His case was sent to trial after a preliminary hearing Tuesday. The trial date has not been set.State police arrested Corbin in July. They said the teens came forward with their claims in May, but the alleged assaults took place in January, when Corbin’s duties involved patrolling New Castle Junior/Senior High School.According to a criminal complaint, the girls, ages 13 and 15 at the time, were on their way to a club when they were approached by Corbin in a personal car.Corbin, a member of the force for nearly 10 years, allegedly offered the girls a ride and began touching and taking pictures of them with his cell phone once they were inside the car, police said.The girls said they went back to Corbin’s home, where they drank seven to eight shots and had sex with the officer.“The New Castle Police Department takes these matters seriously. We must reserve comment at this time pending the outcome of a court process,” said New Castle Police Chief Tom Sansone.

Man charged with molesting 8-year-old

An Ellwood City man is accused of molesting an 8-year-old girl.

Michael D. Partridge, 33, of 101 Woodrow Drive, was charged yesterday by Union Township police with aggravated indecent assault, involuntary sexual intercourse, unlawful contact or communication with a minor, indecent assault, terroristic threats and disorderly conduct.

He was arraigned before District Judge David Rishel and is in the Lawrence County jail on $100,000 bond. His preliminary hearing is scheduled for 9:30 a.m. Thursday.

According to police, between April and August 2006, Partridge had alleged indecent contact with the child, who was 8 years old at the time.

On Jan. 9, the officer said the girl told her mother about the of the alleged inappropriate conduct. Her mother took her to Lawrence County Children and Youth Services, where on Jan. 12 she was interviewed by Sandy Copper. The case was referred to Lawrence County District Attorney John Bongivengo, and Union police were notified in late April.

The officer said he interviewed the girl and her mother at the police station on May 8.

Police arrest New Castle man in sexual assault on girl

State police in Lawrence County arrested a New Castle man on suspicion of sexually assaulting a 14-year-old girl.

Ronald L. Dougalewicz, 36, was arraigned Monday on charges of statutory sexual assault, aggravated indecent assault, unlawful contact with a minor, corruption of minors and indecent assault. The alleged incident occurred on March 14, according to a state police press release.

Dougalewicz was released on $50,000 bond. A Union Area School District official said Dougalewicz is a strength and conditioning consultant who had been hired to create training programs for student-athletes.

The men were arrested after an adult victim reported them to police.

NEW CASTLE, Pa. — Two city men faced testimony Wednesday that they let youths, some as young as 12, drink alcohol and smoke marijuana at their home.

Three of the children and an adult also testified they endured sexual and indecent assaults at the Wallace Avenue home of Daniel Joseph Donnelly, 51, and Michael Christopher Washington, 44. Donnelly is in the Lawrence County Jail on bonds totaling $105,000. Washington is also in jail on bonds totalling $125,000.

Most of the children said they’d known the men for about a year, visiting frequently to “hang out” with one another. The group included about eight friends. Donnelly is a relative of one of the teens.

New Castle police arrested the men Feb. 6. Donnelly is charged with aggravated indecent assault, statutory sexual assault and corruption of minors involving a 15-year-old girl. That girl testified at a preliminary hearing in Lawrence County Central Court that one night this winter, she’d smoked marijuana and fell asleep in Donnelly’s bedroom, awakening later to discover him sexually assaulting her.

Donnelly is also charged with indecent assault on a person less than 13 and corruption of minors. Those charges involve a 12-year-old boy, who testified Donnelly fondled and massaged his feet, taking videos of the massages and of his feet. The boy testified the fondlings happened “four or five times.”

Donnelly’s attorney, Joe Kearney, argued that the activity did not constitute an assault. Assistant District Attorney Kate Fee-Baird argued that because the activity was videotaped and because police found pornographic tapes in Donnelly’s room featuring foot fetishism, the charge should be upheld. District Magistrate David Rishel upheld it.

Rishel dismissed a charge of selling and furnishing liquor to minors in the case of a 12-year-old boy, who testified it was actually Washington who let him drink, while Donnelly smoked marijuana with him.

Two counts of corruption of minors and selling/furnishing to minors were upheld in a case involving a 16-year-old girl. Donnelly’s cases were transferred to the Lawrence County Common Pleas court, where he will plead or be tried.

Washington is charged with rape, statutory sexual assault, unlawful restraint, corruption of minors and selling/furnishing liquor to minors in a case involving the same 15-year-old girl.

She testified that she was alone with Washington in his bedroom, either in the fall or winter, and he started pressuring her to have sex.

“I said ‘no,’ and he said, ‘I am,’ and he had sex with me, and he said, ‘Don’t tell nobody,’” she said. The girl said she was not free to leave, because Washington had her arms pinned.

Washington also faces charges of rape of an unconscious victim, sexual assault and false imprisonment in a case involving a 36-year-old woman, who said she’d accompanied her 16-year-old daughter to the Wallace Street house for a Halloween party.

She said she got drunk, passed out and doesn’t remember anything else until the next morning, when she awoke “four feet away from my daughter in [Washington’s] room, with my pants and underwear off.” She said she asked him why her clothes were off, and when he wouldn’t tell her, she gave him “two days to give me an answer.”

Washington wrote her a letter, which was entered into exhibits. In it he admitted he’d had sex with her while she was unconscious.

She said that after she got the letter, she went to the Wallace Street house to learn the teens’ names and collect their belongings, because she intended to report what had been going on there to police. She reported the two men to police Feb. 2.

Washington is also charged with attempted statutory sexual assault, indecent assault on a person less than 16, corruption of minors and selling/furnishing involving a 13-year-old girl.

She testified that she stayed at the house for three days in January, and he tried “every day” to either kiss her or pull her pants down or her shirt up. “He kept saying he would have sex with me. Everyone told him I was 13. He said he didn’t care.”

Washington also faces corruption and furnishing charges involving a 12-year-old boy and a 13-year-old boy. His cases were held for Common Pleas court.

Party House Allegations Lead to Sex Crimes Case

NEW CASTLE, Lawrence County-- Two Lawrence County men will face charges alleging they ran a party house near New Castle High School where they gave kids drugs and alcohol and had sex with them.

Daniel Donnelly and Michael Washington are accused of luring boys and girls as young as 11 into a house two blocks away from the high school for more than a year. Police started investigating after one of the victims came forward reporting she had been raped.

A district justice ordered Donnelly and Washington held for court. The charges include sexual assault and giving minors with drugs and alcohol. They both remain in the county jail pending bond.

A New Castle man faces a string of charges, including aggravated assault, after he doused a woman's clothing in gasoline, then threatened to ignite and kill her, then burn down his home, state police said yesterday.

Jeffrey Raymond Burkey, 37, then fired a 12-gauge shotgun twice as the 43-year-old woman ran from the house, police said. When Mr. Burkey learned that the woman had called police from her cell phone, he fled in his car, leading troopers on a short chase before his arrest.

Mr. Burkey was charged with reckless endangerment, terroristic threats, simple assault and harassment in the Thursday night attack. He was in the Lawrence County Jail on $100,000 bond.

NESHANNOCK TWP. - A Pulaski Township man is accused of repeated sexual assault of a girl over a seven-year period at multiple locations in Lawrence and Beaver counties.

State police said Randy Allen Lambright, 46, of 332 Maple Lane in Pulaski Township, Lawrence County, is accused of the assaults, which allegedly began in 1999, when the girl would have been no older than 7.

According to documents filed Monday by state police Trooper Janice Wilson with the office of District Judge Scott McGrath of Neshannock Township, Lambright forced the girl to give and receive oral sex, forced her to touch his genitals, and rubbed his genitals against hers.

Some of the incidents took place at Lambright's home in Pulaski Township, police said. Documents filed with McGrath's office indicated that Lambright has lived in Pulaski for three years.

Before that, he lived in Beaver County, but the court documents did not provide a previous address.

The attacks ended in June 2006, when the girl, then 13,
reported the incidents to an adult, according to the court documents, which did not indicate why charges weren't filed until two years after the allegations.

In the court documents, Wilson said Lambright again approached the girl in March, when he put his hand on her stomach and moved it under her clothing.

During an interview in October as part of the investigation, the girl told police that she recognized a "familiar look" on Lambright's face from when he assaulted her. On the occasion in March, though, she said she grabbed his hand and pushed it away.

Lambright has been charged with multiple counts of indecent sexual assault of a child younger than 16, indecent sexual assault of a child younger than 13, and single counts of indecent assault of a child younger than 16, endangering the welfare of a child, corruption of minors and simple assault.

The simple assault charge stems from an accusation that Lambright grabbed the girl by the hair and slammed her head into a wall, according to the court documents, although state police did not indicate when that happened.

After arraignment, Lambright was released on $20,000 bond
with the condition he have no contact with the girl.

Three men, including a former New Castle councilman, have waived their assault cases to court.


A fourth man, Jonathan Reynolds, 28, of 1030 Adams St., had his charges bound over for court yesterday following a preliminary hearing before District Justice Jennifer Nicholson.

Preliminary hearings had been set yesterday in Lawrence County Central Court for all four. They were charged for allegedly assaulting a man Nov. 15 at the Sons of Italy Club at 905 Mill St.

Waiving their cases were former councilman Chester J. Orelli Jr., 29, of 1731 W. Washington St., Aaron M. Cangey, 21, of 120 W. Garfield Ave. and Andrew Reynolds, 21, of 1030 Adams St. They were charged with simple assault, harassment and disorderly conduct.

At the hearing for Jonathan Reynolds, Marty Yannarella testified that he had been attacked by four people, pulled into a closet “and beat up.”

Attorneys representing the four accused are Carmen Lamancusa for Orelli, Nick A. Turco for Andrew Reynolds, Bradley G. Olson Jr. for Jonathan Reynolds and the public defender’s office for Cangey.

Orelli resigned from council and from his position as an aide to state Rep. Jaret Gibbons of Ellwood City in September. Earlier, according to a presentment by a Harrisburg grand jury investigating the so-called Bonusgate scandal, Orelli testified under a grant of immunity.

In his testimony, he is said to have acknowledged performing political work while he was an aide to former state Rep. Mike Veon of Beaver County. Orelli received a $10,065 bonus, but was not charged.

A Neshannock Township man was sentenced yesterday to probation and ordered to file as a sexual predator under Megan’s Law.


James Boalick, 83, of 2750 Old Plank Road, was sentenced by Lawrence County Judge J. Craig Cox to serve 18 months probation and to pay costs of supervision to the county’s adult probation office and costs of prosecution.

He is required to register as a sexual predator, to obtain monthly sexual offender counseling and to meet obligations under Megan’s Law. These include registering his current address within 48 hours with the Pennsylvania State Police and verify his address with the police every 90 days.

He also is required to register any change of address and provide police with the name and address of any employment, provide his fingerprints to the police and be photographed by the officers.

Failure to comply with these obligations, Cox said, could result in imprisonment for up to 10 years and $25,000 in fines.

On April 11, Boalick pleaded guilty to indecent assault.

Neshannock Township police charged Boalick on April 27, 2007, with repeatedly touching a 9-year-old girl at his home and other locations.

Man, 82, charged with fondling girl, 9

A Neshannock Township man stands accused of indecent assault for alleged inappropriate touching of a girl.

James Boalick, 82, of 2750 Old Plank Road, also is charged with corruption of a minor by the Neshannock Township police.

In their paperwork filed with District Judge James Reed, police claim Boalick touched the 9-year-old girl repeatedly at his home and other locations during the past year. The paperwork indicates Boalick admitted to the behavior when questioned by police.

Boalick was mailed a summons on the charges and was ordered to appear at a preliminary hearing June 6.

NEW CASTLE, Pa. -- A Pittsburgh man was arrested on charges stemming from 1995 that involve the sexual assault of a 6-year-old girl. Samuel David Morris, 43, of Clayton Avenue, was charged with rape, involuntary deviate sexual intercourse, indecent assault, endangering the welfare of children and terroristic threats.
Pennsylvania State Police said the charges follow a several-month investigation.
Police said the girl was sexually assaulted on various occasions, at various locations in New Castle. Morris was arraigned Tuesday before District Justice Samuel Battaglia and placed in jail in lieu of $50,000 bond.
